1. The name of the joint laboratory is“中国-巴基斯坦重大基础设施智慧防灾 ‘一带一路’联合实验”，and is called "China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures" in English.
2. The supporting organization Southeast University in China, the international supporting organization University of Science and Technology, Bannu in Pakistan and the joint construction organizations Shenzhen University, Tianjin Fire Science and Technology Research Institute of Ministry of Emergency Management and Hefei Institute for Public Safety Research, Tsinghua University will be the backbone of the joint laboratory. Other relevant mature scientific and technological innovation organizations and enterprises will continue to be explored and recommended to take part in the construction of the joint laboratory. Carry out the plan of scientific and technological innovation, expand the scope and space of scientific and technological cooperation, and promote international scientific and technological cooperation with the countries along the “One Belt and One Road” lines. Support scientific research institutions to "go abroad", strengthen open cooperation and scientific and technological innovation capacity, actively participate in and build multilateral scientific and technological cooperation mechanisms, and improve the quality and level of scientific and technological innovation cooperation.
3. The joint construction and cooperation organizations shall jointly determine the laboratory research direction and jointly invest substantive resources for construction according to their own overall development plan.
4. Principles of joint construction and cooperation:
1). Construction and sharing together. Cooperate closely with cooperative partners to build a scientific research platform and share scientific and technological development achievements and experience.
2). Demand orientation. The construction direction closely focuses on the development needs of science, technology, economy and society, and the joint laboratory has reasonable accurate localization, clear objectives and highlighted key points.
3). Capacity construction. Enhance the capacity and level of our country in the area of research and development, scientific and technological personnel supply and guarantee of scientific research conditions.
4). Demonstration and leading. Give play to the demonstration and driving role of the joint laboratory platform, serve regional innovation, and form a benign interaction with other forms of scientific and technological innovation cooperation.
5. Further create a good multi-party cooperation environment. The joint laboratory supports key international scientific and technological innovation cooperation projects. Deeply participate in or take the lead in organizing international major science plans and science projects, and encourage and support scientists from all countries to jointly carry out the research. Support the holding of influential international scientific and technological exchange activities and accelerate the building of international joint laboratories with distinctive characteristics.
6. The joint laboratory should set up open funds and open topics according to the research direction, attract excellent scientific and technological talents at home and abroad, strengthen opening up degree, and actively carry out international and domestic cooperation and academic exchanges. The joint laboratory should provide supporting conditions and funds, and gradually expand the proportion of open research and floating personnel. The joint laboratory will provide supporting policies and measures to research institutions and enterprises who provides financial support for open funds.
7. The laboratory should sign substantive cooperation agreements for joint construction and cooperation with partners to clarify the benefit sharing mechanism, responsibilities and obligations of the joint construction.
