Application guide for first open fund in China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures


In order to achieve the smart infrastructure for disaster prevention and mitigation with integration of sense, connection, acknowledge, application and fusion together, solve the dilemma that depending on a single discipline or industry could not meet the needs of disaster prevention and emergency control of the modern major infrastructure. Four open funds with 50,000 RMB each are jointly set by China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures and Jiangsu Southeast Special Engineering and Technology Co., ltd. The research time for each found are two years.

To give full play to the role of the joint laboratory's scientific research platform, promote scientific research cooperation and academic exchange, the laboratory has established fund projects based on the operation mechanism of "openness, fairness, competition and cooperation". Basic research and application basic research related to the current main research directions of the joint laboratory are supported, and cross academic research is encouraged.The specific information of the first open fund of the joint laboratory is as follows:

1.  Key supported areas

Direction 1: Calculation method of pile raft foundation of shear wall structure

When the pile raft foundation of high-rise shear wall structure adopts anchor pile to strengthen the foundation, it is necessary to open holes in the raft. Considering the change of bearing capacity of raft after cutting reinforcement, the calculation method of pile raft foundation is studied.

Direction 2: Real time monitoring system for deviation correction of building structure

Develop the real-time monitoring technology for the bearing capacity of key components in the process of structural deviation correction, and study the relevant software for intelligent monitoring of civil engineering structures. Through software calculation, the construction sequence of deviation correction can be optimized to ensure the safety and reliability of structural deviation correction process.

Direction 3: Buried pipeline corrosion and trenchless repair technology

After years of service, buried pipelines will inevitably have corrosion defects. Trenchless repair is a fast and green pipeline repair technology with little impact on urban road traffic. The design method of liner thickness of typical trenchless repair technology is studied, which is required to ensure safety and economy at the same time.

Direction 4: the relevant standards in civil engineering or disaster prevention and reduction for the “One Belt and One Road” countries.

Preside over or participate in editing industry standards or standards of provincial or ministerial level for major infrastructure intelligent disaster prevention for China and the “One Belt and One Road” countries.

4. Project assessment and management measures

Assessment methods for direction 1, direction 2 and direction 3: publish 1 paper included in SCI database, and the first affiliation must be the “China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures” or complete 1 technical transformation achievements (provide supporting materials, and it should be noted in the proof that the transformation achievement is supported by the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures).The paper published with support of the joint laboratory must be noted with the sentence本文受到科技部中国-巴基斯坦重大基础设施智慧防灾‘一带一路’联合实验室开放课题资助(Chinese) or "This work is supported by China-Pakistan Belt and Road Joint Laboratory" (English). At the same time, the achievements obtained shall take Jiangsu Southeast Special Engineering and Technology CO., Ltd. as the cooperation organization.

Assessment methods for direction 4: Complete 1 relevant standard and the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures are taken as the participating organization.

The applicant who has obtained the project support from the joint laboratory shall carry out the research according to the research plan filled in the "application form". Submit the annual report, final report, list of achievements and attachment files to the laboratory Academic Committee on time. The research report shall be accepted by the laboratory and evaluated according to three grades: excellent (exceeded the assessment index), qualified (completed the assessment) and unqualified (failing to complete the assessment index).For projects rated as "excellent", the project leader will give priority to the future fund support of the laboratory. For projects assessed as "unqualified", the laboratory will stop allocating funds to the project leader.
