1. Application and approval procedures:
1). China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures has been opened to the public at home and abroad. All researchers with senior technical titles or doctorate in scientific research institutions, universities and industrial departments from basic and applied basic research fields in urban intelligent disaster prevention and emergency response can apply for research funds.
2). The research subjects of the applicants should be in line with the project guidelines of the laboratory with clear frontier, pioneering and application prospects. There should be practical technical routes and research methods. The application guidance on open topic funding of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures should be carefully reviewed and the application form of the open topics of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures should be carefully filled in triplicate, it shall be submitted to the joint laboratory before the end of each year after being agreed and signed by each affinition.
3). The applied project shall be reviewed by the evaluation experts invited by the Academic Committee or the Laboratory Affairs Committee and approved by the Laboratory Director's office meeting before it can be included in the funding support plan. The evaluation of the research fund is conducted once a year and is generally arranged in the fourth quarter of each year. The term of the approved funding projects is generally two years. The funds are allocated annually and the projects are accounted for separately.
2. Management measures:
1). In general, the approved fund is only can be used for the research projects carried out in this laboratory, including: (1) research expenses, such as utilization expenses of large instruments, renting expenses of small instruments, reagents, materials, fabricate expenses, etc., (2) Travel expenses and accommodation expenses of guest personnel (in principle, they shall have reimbursement once a time).
2). The financial settlement of the fund is carried out in Southeast University, and the project leader arrange the utilization of the fund.
3). The approved research project only pays for the utilization of instruments and equipment opened in the laboratory, and the project fund will not be used for the utilization of instruments outside the laboratory.
4). Support scientists who bring their own topics and funds to cooperate with the laboratory at home and abroad, and the laboratory will provide various preferential conditions.
5). The research achievements belong to the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures and the original affiliation of the researcher together. The joint laboratory, the guest personnel and its original affiliation should be noted in the published paper (It is the best the joint laboratory be noted as the first affiliation. If the joint laboratory are only appropriated in the acknowledgement or funding section, the published paper will not be taken as achievements which can be recognized as the proof for further supporting).
6). At the end of the year, the findings not been used up will not be automatically renewed, and the researcher should apply for the open topic funds of next year.
7). After the completion of the project at the end of the year, the laboratory will give priority to the projects with good completion for applying for open projects next year.
