1. In order to improve the international academic status and influence of our laboratory and implement the purpose of openness, flow, corporation and competition, the laboratory encourages extensive international academic exchanges and cooperation, actively participates in major international scientific and technological cooperation plans, and strives to serve in international academic organizations.
2. Regular members can invite 1 ~ 2 foreign (or temporarily residing abroad) scientists to visit the laboratory every year. If the time is no more than three months, they shall fill in the application form in advance and it should be signed by the leader of the competent office. The laboratory and the inviter shall jointly bear the corresponding expenses, and the standard shall be implemented with reference to the relevant policies of Southeast University. The visiting activities are fully arranged by the inviter. Generally, academic lectures should be held to conduct extensive academic exchanges and cooperative research with relevant researchers in the laboratory.
3. For cooperative research projects of three months to one year, foreign scientists shall jointly submit cooperative research plans with permanent members in laboratory for approval by the Laboratory Affairs Committee. The progress report of the research project shall be submitted every three months, and whether the cooperation should be continued will be decided according to the progress report. Generally, those who have cooperated with laboratory for more than one year should publish papers signed laboratory as affiliation. A permanent member can invite up to one person per year.
4. The Laboratory Director and the Academic Committee Director have the right to approve 1~2 specially invited scientists for visiting each year. The specially invited project shall meet the following requirements: the scientist occupies a high international reputation in this field, or the implementation of the project will play an important role in the development of the laboratory. The visiting time and funds of specially invited scientists can be appropriately determined.
5. Laboratory members shall apply for funding in advance when planning for visiting abroad. If the funding obtained by overseas personnel is lower than the national budget standard, they can be supplemented by their own project fund.
6. The laboratory encourages young teachers to study abroad and participate in international conferences, and subsidizes some expenses. See the standards in School of Civil Engineering, Southeast University.
7. If the relevant superior departments provide special funds to the laboratory for international cooperation and exchange, the Laboratory Affairs Committee will inform the whole laboratory and formulate relevant application methods, which are mainly used to support the visiting for young teachers in principle.
8. Personnel going abroad on business shall not extend the period staying abroad without authorization.
9. Other matters of personnel going abroad shall be implemented with reference to the relevant provisions of Southeast University.
