1.  Personnel Situation

     1). The laboratory personnel are composed of permanent staff and floating personnel. Permanent staff includes researchers, experimental technicians and managers; floating personnel includes visiting scholars, postdoctoral researchers, etc.

 2). The researchers affiliated to the laboratory will be in place to carry out the work after the project is approved. Take the subject research work as the main task to ensure the consistency of laboratory research direction and goal.

 3). The laboratory technicians affiliated to the laboratory shall be responsible for managing the experimental instruments and equipment, performing daily operation and maintenance, ensuring the normal operation and opening of the laboratory, and participating in the research work at the same time.

 4). The floating personnel in laboratory is an important force in research work. The laboratory should increase the scale of floating personnel, strengthen the connection with visiting scholars, provide necessary conditions and create a good research environment. Focus on attracting young talents such as excellent postdoctoral researchers at home and abroad, and clarify job responsibilities and tasks, employment period and working hours at post through employment contracts.

2.   Responsibilities of the Laboratory Affairs Committee

 1). The laboratory employs the director responsibility rules. The director is responsible for the work of the laboratory, such as plans to organize the compilation of the construction plan and development plan, works for fund raising and management, selects the open research issues in the field of disaster prevention and reduction between China and the "One Belt and One Road" countries every year.

 2). The Executive Deputy Director assists the Director in relevant management of the laboratory, presides over the daily management of the laboratory, and is mainly responsible for the scientific research, visiting scholars, foreign exchange, implementation of various rules and regulations and annual summary of the laboratory.

 3). The Deputy Director of the laboratory is responsible for fixed assets management and administration; be responsible for managing the daily work and equipment management of the joint laboratory test base, assisting the director in the management of open topics and funds, formulating various rules and regulations and inspecting the implementation, making an annual summary, and receiving the inspection, evaluation, publicity and reporting from relevant departments.

3.   Responsibilities of permanent staff in laboratory

 1). The permanent staff in the laboratory mainly focus on academic research, and should actively strive to undertake various research projects and strive to achieve international level results.

 2). The permanent staff in the laboratory should be actively tackled key scientific problems and technical problems in the field of Intelligent Disaster Prevention and emergency control in major infrastructures, and undertake the promotion work of advanced disaster prevention and mitigation technologies in "One Belt and One Road" countries.

 3). The permanent technicians in the laboratory are mainly responsible for the management and maintenance of instruments and equipment to ensure the daily operation of the laboratory, and participate in some scientific research work at the same time.

 4). The permanent management personnel of the laboratory are mainly engaged in the daily affairs of the laboratory, the administrative management of the opening and operation of the laboratory, the opening reception of the laboratory, and scientific and technological archives, etc.

 5). The permanent personnel shall care about the construction and development of the laboratory, strive to complete the scientific research, teaching and management work designated by the laboratory, strictly abide by various rules and regulations of the laboratory, support and cooperate with each other in their work, and make contributions to the development of the laboratory.

4.   Responsibilities of laboratory Secretary

 1). Assist the Director in organizing relevant business working meetings;

 2). Organize various academic activities and handle the application for laboratory open fund;

 3). Assist in the reception of external inspection, visiting etc. to the laboratory;

 4). Assist the Director in maintaining the daily operation of the laboratory, and complete other tasks assigned by the competent department and the laboratory Director.
