 1.  To better implement and improve the director responsibility rules of the joint laboratory and ensure the scientization, democratization and standardization of major determinations, a Laboratory Affairs Committee under the director responsibility rules is established.

 2.  The Laboratory Affairs Committee is generally composed of 1 Laboratory Director, 1 Executive Deputy Director, 3 Deputy Directors and 2 secretaries.

 3.  All major matters in the laboratory shall be submitted to the Laboratory Affairs Committee for discussion and conduction after determination. When a resolution needs to be formed, it shall be voted on the basis of promoting democracy and full discussion. The resolution shall be valid if it exceeds two-thirds of the total number of members of the Laboratory Affairs Committee.

 4.  If the relevant contents of the Laboratory Affairs Committee should not be open, the members of the Laboratory Affairs Committee shall pay attention to confidentiality and shall have no dissemination.

5.  The main tasks of the Laboratory Affairs Committee include:

 1). Determine the academic direction and discipline layout of the laboratory under the guidance of the Academic Committee;

 2). Determine the organizational structure, post setting, development plan, main policies and major reform measures of the laboratory;

 3). Examine and approve the annual financial budget and final accounts of the laboratory, and determine the extra budgetary expenditure of more than 10000 RMB;

 4). Decide on the allocation plan of human resources in the laboratory;

 5). Be responsible for formulating and revising various rules and regulations of the laboratory;

 6). Study and decide other important matters of the laboratory;

 7). Convene open fund review experts.

 6.  The Laboratory Affairs Committee shall be convened and presided over by the Laboratory Director. Under special circumstances, the Laboratory Director may authorize a member of the Laboratory Affairs Committee to preside on his behalf.

 7.  Under normal circumstances, the Laboratory Affairs Committee shall hold meetings once a month and not less than once in a quarter. If necessary, the Laboratory Director may convene an emergency meeting of the Laboratory Affairs Committee.

 8.  Members of the Laboratory Affairs Committee shall properly arrange their daily work and ensure the time to participate in the laboratory affairs meeting. If you have to be absent for some reason, you should ask for leave before the meeting.

 9.  According to the work needs, the Laboratory Affairs Committee may hold an expanded meeting and invite relevant people to participate.

 10.  Before the laboratory affairs meeting is held, relevant materials shall be sorted out and distributed to the Laboratory Affairs Committee members for review. Members of the Laboratory Affairs Committee shall make full preparations for the main topics to be discussed at the meeting.

 11.  When the laboratory affairs meeting is held, a certain people shall be designated to make meeting minutes, draft meeting minutes and record the decisions, etc. Meeting minutes, resolutions and decisions shall be issued in the whole laboratory within two days, and relevant resolutions and decisions shall be copied to relevant departments.
