China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures is positioned to focus on the frontier and basic research field, gathering innovation research resources and tackling key scientific and technological problems. It aims to solve the key technical problems in intelligent disaster prevention and reduction and emergency management and control under the impact of four major disasters, earthquakes, strong winds, fires, and explosion for major infrastructures of China and “One Belt and One Road” countries (such as high-rise buildings, long-span bridges, space structures, transportation hubs, etc.).

The joint laboratory apply the operation mechanism as “open, flow, corporation and competition” According to the strategic needs of the development of China and the "One Belt and One Road" countries and the international development trend of disciplines, the discipline orientation and layout are established, and the cross disciplinary research is encouraged and promoted.
3. The joint laboratory is under the charge of the Ministry of Science and Technology, China. The internal rules and regulations will be in accordance with the relevant national policy documents. Fully learn from the successful operation experience of the existing laboratory of the University, and combine with its own characteristics, formulate and implement an efficient operation mechanism and incentive mechanism that unifies responsibilities and rights, which is conducive to talent flow and development, and can ensure continuous innovation and continuously improvement of science and technology. The director responsibility system is implemented, and the Laboratory Director is responsible for the overall work of the laboratory, with one Executive Deputy Director, three Deputy Directors and two secretaries.
4. The laboratory receives grants from relevant national departments such as the Ministry of Science and Technology and sponsorship from all walks of life. At the same time, the laboratory actively strives for various scientific research funds from the state and society.

The overall development goal of the laboratory is to face the national strategic needs, aimed at the international forefront of disciplines, carry out basic and applied basic research on urban intelligent disaster prevention and active emergency response and related fields, and build an international first-class joint laboratory with deeply integration of "government, industry, learning, research and Application". Fully enhance the national disaster prevention and mitigation capability and emergency control capability of major infrastructures of the “One Belt and One Road” countries. Greatly reduce the disaster losses and casualties, and help China become a global leader in the field of intelligent disaster prevention and control. Promote interdisciplinary collaborative innovation and build the laboratory into a basic research base leading the major infrastructure disaster prevention and reduction industry. Actively carry out international cooperation and exchanges, strive to build the laboratory into a platform for training and gathering high-level talents in disaster prevention and control, boost the development of civil engineering, intelligent disaster prevention, big data, safety management and other related industries, and form a new economic growth point.
6. The construction of the joint laboratory must support the high quality development of the "One Belt and One Road" project and accelerate the construction of an innovative country. Actively serve the construction of the road of innovation along “One Belt and One Road”, and deepen the multi subjects and multi-level “One Belt and One Road” cooperation of scientific and technological innovation. Proceed from reality, make overall planning and set up reasonable goals. 7. To implement the “One Belt and One Road” technological innovation plan and the “One Belt and One Road” special plan for building scientific and technological innovation cooperation. Standardize and strengthen the construction, operation and management of the joint laboratory, and promote the scientific, democratic, standardized and institutionalized management of the laboratory, these rules and regulations are hereby formulated.
