The construction of the joint laboratory is led by Southeast University, and jointly supported by University of science and technology, Bannu in Pakistan, Shenzhen University, Tianjin Fire Science and Technology Research Institute of Ministry of Emergency Management and Hefei Institute for Public Safety Research, Tsinghua University. The scientific research team consists of full-time scientific researchers and experimental technicians, forming a permanent research and develop team with 60 academicians and national high-level talents, as well as a R & D echelon composed of a large number of postdoctoral, doctoral and master's students. The joint laboratory will continue to build a high-level talent team, and strive to achieve more than 3 high-level personnel in the next five years. The training of young teachers, science and technology management personnel, engineers etc. will benefit more than 20 people, and the training of doctoral and master's students will be more than 40. The joint training of students from “One Road and One Belt” countries will be more than 15.The list of members of the joint laboratory is as follows:
