Application Guideline for the Seventh Open Fund of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures
为全面支撑“一带一路”高质量发展，中国科学技术部统筹规划并部署建设了70余家“一带一路”联合实验室。目前，科技部主导建设的联合实验室已成为“一带一路”科技创新合作行动计划中的标志性成果和重点建设项目。其中，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室是前三批53家“一带一路”联合实验室中唯一属于土木学科的联合实验室。
To support the high-quality development of the “Belt and Road Initiative” (BRI), the Ministry of Science and Technology (MoST) of China has planned and established over 70 BRI Joint Laboratories. At present, the joint laboratories deployed by MoST, China have become landmark and key construction projects of the Belt and Road Science, Technology and Innovation Cooperation Action Plan. Among them, the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures (The Joint Lab) is the only civil engineering discipline laboratory among the first three batches of 53 BRI Joint Laboratories.
为进一步深化中巴两国在联合研究、人才培养、学术交流等领域的合作，推动国际标准联合编制、新技术在重大工程中的创新应用，并加强区域防灾减灾协作，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室特面向中国和巴基斯坦高校设立20项开放基金。每项基金资助额度约人民币4万元，每人限报1项，研究周期为两年。
To further deepen cooperation between China and Pakistan in joint research, talent training, and academic exchange, promote the joint development of international standards and the innovative application of new technologies in major engineering projects, and strengthen regional cooperation in disaster prevention and mitigation, the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures has established 20 open research funds for Chinese and Pakistani universities. Each project will receive approximately RMB 40,000 in funding, with each applicant limited to one application and a research period of two years.
为充分发挥联合实验室的科研平台作用，促进中巴科研合作与学术交流，实验室秉持“开放、公平、竞争、合作”的原则设立基金项目。本期开放基金专项面向中国和巴基斯坦高校，重点支持其在土木结构防灾减灾、结构安全监测、智慧传感与大数据处理、灾害应急管控等领域的应用研究，重点支持中巴联合编制国际标准或巴基斯坦国家标准、防灾减灾技术在巴基斯坦的重大工程应用。
To fully leverage the role of the Joint Lab as a scientific research platform and enhance cooperation and academic exchanges between China and Pakistan, the Joint Lab operates on the principles of "openness, fairness, competition, and collaboration" in establishing its fund projects. This round of open funds is specifically targeted at Chinese and Pakistani universities, with a focus on supporting fundamental and applied research in areas such ascivil and structural disaster prevention and mitigation, structural health monitoring, smart sensing and big data processing, and disaster emergency management and control. This initiative especially encourages Pakistani universities/institutions to engage in international standard development and the application of new technologies in local major engineering projects.
对于巴基斯坦高校，本期开放基金申请分为两种形式，申请要求如下：
There are two forms of open fund application for Pakistani universities, with the following application requirements:
1）重大工程应用（资助4万）。申请人须2021年至今在巴基斯坦已实施或即将实施智慧防灾相关工程应用，项目成效显著、技术创新性强、对外展示度高。申报材料需包含应用项目介绍、实景图片、视频及佐证材料（合同、应用证明等）。结题考核要求：推动联合实验室智慧防灾减灾新技术在巴基斯坦完成至少1项落地工程应用。具体要求可进一步咨询东南大学徐业守副教授或白沙瓦工程技术大学Khan Shahzada教授。
1) Major engineering applications (funding: 40,000 RMB). Applicants must have implemented, or be planning to implement, smart disaster prevention and mitigation engineering applications in Pakistan during the period from 2021 to the present. The proposed projects should demonstrate significant practical impact, strong technological innovation, and high potential for public visibility and demonstration. The application package shall include a project description, on-site photographs, videos, and supporting documentation (such as contracts, certificates of application, or other relevant evidence). Completion assessment requirements: promote at least one practical engineering application of the smart disaster prevention and mitigation new technology of the joint laboratory in Pakistan. For specific requirements, applicants may further consult Associate Professor Yeshou Xu at Southeast University or Professor Khan Shahzada at the University of Engineering and Technology Peshawar.
2）标准编制（资助4万）。申请人须为已获批立项且处于编制阶段的国际标准或英文版巴基斯坦标准主编，中方一带一路联合实验室单位东南大学须参与编制，考核时需完成国际标准或英文版巴基斯坦标准送审稿1项。上述标准主编人员必须包含中方东南大学一带一路联合实验室核心成员，主编单位必须包含中方东南大学一带一路联合实验室。申报材料需包含已经立项标准的介绍及佐证材料（立项证明等）。
2) Standard Development (Funding: 40,000 RMB). Applicants must serve as the lead editor of an approved international standard or an English-language Pakistani standard that has already been officially initiated and is currently under development. Southeast University, as the Chinese partner institution of the Belt and Road Joint Laboratory, must participate in the standards development process. For project evaluation upon completion, at least one draft international standard or one draft English-language Pakistani standard submitted for review must be completed. The team of lead editors must include core members of the Belt and Road Joint Laboratory at Southeast University, and the lead drafting organizations must include the Belt and Road Joint Laboratory at Southeast University. Application materials shall include a description of the approved standard project and supporting documentation (such as the official approval/registration documents for the standard project and other relevant evidence).
巴方经费拨付条件：巴方项目负责人在指南任务完成50%或全部完成，且满足以下两项成果条件之一后，可申请访问中方并要求拨付开放课题经费：一是完成巴基斯坦工程应用合同的签署；二是推动国际标准或英文版巴基斯坦标准获得立项。联合实验室将资助项目负责人赴华访问期间的往返经济舱机票费、住宿费及劳务补助费等，合计人民币4万元。
Funding disbursement conditions for Pakistani project: The Pakistani project leader may apply for a visit to China and request the disbursement of the open project funds after 50% or all of the tasks specified in the guidelines have been completed and one of the following two outcome requirements has been met: (1) a Pakistan engineering application contract has been signed; or (2) an international standard or an English-language version of a Pakistani standard has been formally approved as a standard-development project. The Joint Laboratory will provide a total of RMB 40,000 to cover round-trip economy-class airfare, accommodation, and living allowances during the project leader's visit to China.
对于中方高校，本期开放基金申请主要围绕两个重点研究领域开展，申请要求如下：
For Chinese universities, the current open fund applications mainly focus on two priority research areas, with the following application requirements:
1）海洋工程FRP加固混凝土结构界面性能研究。申请项目应面向海洋高盐、高湿及干湿循环交替等极端腐蚀环境下FRP加固混凝土结构的耐久性与界面性能问题，采用微观—介观—宏观多尺度耦合研究方法，重点开展FRP—混凝土加固界面微观形貌表征、多相界面损伤与形貌劣化特征分析、界面剪切性能退化规律以及界面形貌特征与力学性能映射关系等方面的研究。研究应突破传统研究主要关注加固结构或构件宏观力学性能的局限，揭示复杂海洋环境作用下加固界面的性能演化规律，形成具有明确理论基础和工程应用价值的研究成果，为海洋工程FRP加固混凝土结构耐久性提升、界面性能评价及加固设计提供理论支撑和技术参考。
1）Interfacial Performance of FRP-Strengthened Concrete Structures in Marine Engineering. Proposed projects should address the durability and interfacial performance of FRP-strengthened concrete structures exposed to severe marine environments characterized by high salinity, high humidity, and alternating wet–dry cycles. A micro–meso–macro multiscale research framework is encouraged, with emphasis on the microscopic characterization of FRP–concrete interfaces, multiphase interfacial damage and morphological deterioration, degradation of interfacial shear performance, and the establishment of mapping relationships between interfacial morphological characteristics and mechanical properties. The research should go beyond conventional studies that primarily focus on the macroscopic mechanical performance of strengthened structural members and should clarify the evolution of interfacial behavior under complex marine environmental conditions. The expected outcomes should provide theoretical support and technical guidance for durability enhancement, interfacial performance assessment, and strengthening design of FRP-strengthened concrete structures in marine engineering.
2）老旧建筑减隔震加固改造技术研究。申请项目应面向城镇老旧住宅、学校、办公楼等既有建筑抗震能力不足以及传统加固方法施工扰动较大等问题，选取一类具有代表性的钢筋混凝土框架结构或砌体结构，开展减震或隔震加固改造技术研究。研究内容可重点围绕加固方案设计、减震或隔震装置布置、关键节点构造、结构抗震性能提升机制以及施工实施方法等开展，并结合必要的试验、数值分析或工程验证评价加固效果。研究成果应具有设计方法明确、节点构造简单、施工可操作性强及工程推广方便等特点，为城镇老旧建筑抗震性能提升和减隔震加固技术的工程应用提供技术依据。
2）Seismic Strengthening and Retrofit Technologies Using Energy Dissipation or Seismic Isolation for Existing Buildings. Proposed projects should address the insufficient seismic capacity of existing buildings, including aging residential buildings, schools, and office buildings in urban areas, as well as the relatively large construction disturbance associated with conventional strengthening methods. Applicants should select a representative type of reinforced-concrete frame structure or masonry structure and conduct research on retrofit technologies based on energy dissipation or seismic isolation. The research may focus on retrofit scheme design, arrangement of energy-dissipation or isolation devices, key connection and detailing methods, mechanisms for improving seismic performance, and practical construction procedures. Necessary experimental studies, numerical analyses, or engineering validation may be conducted to evaluate the effectiveness of the proposed retrofit method. The expected research outcomes should feature clear design procedures, simple and practical connection details, high constructability, and good potential for engineering application and dissemination, thereby providing a technical basis for improving the seismic performance of existing buildings.
中方课题经费拨付条件：中方项目负责人在以本开放课题研究成果为主要内容的首篇学术论文获得正式录用后，可提出开放课题经费拨付申请，并按照联合实验室开放基金管理要求办理相关经费拨付手续。
Funding disbursement conditions for Chinese project: The Chinese project leader may apply for the disbursement of the open fund after the first academic paper primarily based on the research outcomes of the funded project has been formally accepted for publication. The subsequent fund disbursement procedures shall be completed in accordance with the relevant open fund management requirements of the Joint Laboratory.

巴方项目负责人在指南任务完成50%或全部完成，且巴基斯坦工程应用合同签署完成或国际标准或英文版巴基斯坦标准立项后，可申请访问中方并要求拨付开放课题经费。中方项目负责人在以本开放课题研究成果为主要内容的首篇学术论文获得正式录用后，可提出开放课题经费拨付申请，并按照联合实验室开放基金管理要求办理相关经费拨付手续。
The Pakistani project leader can apply to visit China and request the disbursement of open project funds when the guideline tasks are 50% completed or fully completed, and the Pakistan engineering application contract is signed or the international standard or English version of the Pakistan standard is approved. The Chinese project leader may apply for the disbursement of the open fund after the first academic paper primarily based on the research outcomes of the funded project has been formally accepted for publication.
