Application Guideline for the Sixth Open Fund of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures
为全面支撑“一带一路”高质量发展，中国科学技术部统筹规划并部署建设了70余家“一带一路”联合实验室。目前，科技部主导建设的联合实验室已成为“一带一路”科技创新合作行动计划中的标志性成果和重点建设项目。其中，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室是前三批53家“一带一路”联合实验室中唯一属于土木学科的联合实验室。
To support the high-quality development of the “Belt and Road Initiative” (BRI), the Ministry of Science and Technology (MoST) of China has planned and established over 70 BRI Joint Laboratories. At present, the joint laboratories deployed by MoST, China have become landmark and key construction projects of the Belt and Road Science, Technology and Innovation Cooperation Action Plan. Among them, the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures (The Joint Lab) is the only civil engineering discipline laboratory among the first three batches of 53 BRI Joint Laboratories.
为进一步深化中巴两国在联合研究、人才培养、学术交流等领域的合作，推动国际标准联合编制、新技术在重大工程中的创新应用，并加强区域防灾减灾协作，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室特面向巴基斯坦高校设立5项开放基金。每项基金资助额度约人民币4万元，研究周期为三年。费用发放形式：待指南任务完成50%或全部完成，开放基金项目负责人须申请前往中方访问一次，联合实验室将资助往返经济舱机票费、住宿费及劳务补助费合计人民币4万元。
To further deepen the cooperation between China and Pakistan in the fields of joint research, talent training, and academic exchange, to promote the joint formulation of international standards, the innovative application of new technologies in major projects, and to strengthen regional disaster prevention and mitigation collaboration, the China-Pakistan Major Infrastructure Smart Disaster Prevention "Belt and Road" Joint Laboratory has specially established five open funds for Pakistani universities. Each fund provides a funding amount of approximately RMB 40,000, with a research period of three years. Funding disbursement method:after 50% or all of the guide tasks are completed, and the Pakistan engineering application contract is signed, the project leader of the open fund must apply for a visit to China once. The joint laboratory will provide a total of 40,000 RMB to cover round-trip economy class airfare, accommodation, and labor subsidy.
为充分发挥联合实验室的科研平台作用，促进中巴科研合作与学术交流，实验室秉持“开放、公平、竞争、合作”的原则设立基金项目。本期开放基金专项面向巴基斯坦高校，重点支持其在土木结构防灾减灾、结构安全监测、智慧传感与大数据处理、灾害应急管控等领域的应用研究，重点支持中巴联合编制国际标准或巴基斯坦国家标准、防灾减灾技术在巴基斯坦的重大工程应用。
To fully leverage the role of the Joint Lab as a scientific research platform and enhance cooperation and academic exchanges between China and Pakistan, the Joint Lab operates on the principles of "openness, fairness, competition, and collaboration" in establishing its fund projects. This round of open funds is specifically targeted at Pakistani universities, with a focus on supporting fundamental and applied research in areas such ascivil and structural disaster prevention and mitigation, structural health monitoring, smart sensing and big data processing, and disaster emergency management and control. This initiative also encourages Pakistani universities/institutions to engage in international standard development and the application of new technologies in local major engineering projects.
本期开放基金申请分为两种形式，申请要求如下：
There are two forms of open fund application, with the following application requirements:
1）重大工程应用（资助4万）。申请人须2021至今在巴基斯坦已实施或即将实施智慧防灾相关工程应用，项目成效显著、技术创新性强、对外展示度高。申报材料需包含应用项目介绍、实景图片、视频及佐证材料（合同、应用证明等）。结题考核要求：推动联合实验室智慧防灾减灾新技术在巴基斯坦完成至少1项落地工程应用。具体要求可进一步咨询东南大学徐业守副教授或白沙瓦工程技术大学Khan Shahzada教授。
1) Major engineering applications (funding: 40,000 RMB). Applicants must have implemented, or be planning to implement, smart disaster prevention and mitigation engineering applications in Pakistan during the period from 2021 to the present. The proposed projects should demonstrate significant practical impact, strong technological innovation, and high potential for public visibility and demonstration. The application package shall include a project description, on-site photographs, videos, and supporting documentation (such as contracts, certificates of application, or other relevant evidence). Completion assessment requirements: promote at least one practical engineering application of the smart disaster prevention and mitigation new technology of the joint laboratory in Pakistan. For specific requirements, applicants may further consult Associate Professor Xu Yeshou at Southeast University or Professor Khan Shahzada at the University of Engineering and Technology Peshawar.
2）标准编制（资助4万）。申请人须为已获批立项且处于编制阶段的国际标准或英文版巴基斯坦标准主编，中方一带一路联合实验室单位东南大学须参与编制，考核时需完成国际标准或英文版巴基斯坦标准送审稿1项。上述标准主编人员必须包含中方东南大学一带一路联合实验室核心成员，主编单位必须包含中方东南大学一带一路联合实验室。申报材料需包含已经立项标准的介绍及佐证材料（立项证明等）。
2) Standard Development (Funding: 40,000 RMB). Applicants must serve as the lead editor of an approved international standard or an English-language Pakistani standard that has already been officially initiated and is currently under development. Southeast University, as the Chinese partner institution of the Belt and Road Joint Laboratory, must participate in the standards development process. For project evaluation upon completion, at least one draft international standard or one draft English-language Pakistani standard submitted for review must be completed. The team of lead editors must include core members of the Belt and Road Joint Laboratory at Southeast University, and the lead drafting organizations must include the Belt and Road Joint Laboratory at Southeast University.Application materials shall include a description of the approved standard project and supporting documentation (such as the official approval/registration documents for the standard project and other relevant evidence).

联合实验室巴基斯坦成员高校和科研院所具有博士学位或副高级以上技术职称科研人员。巴方成员高校具体包括：巴基斯坦国立科技大学(NUST)、白沙瓦工程技术大学(UET, Peshawar)、拉合尔工程技术大学(UET, Lahore)、卡拉奇NED工程技术大学(NEDUET, Karachi)、基达俾路支信息技术、工程与管理科学大学(BUITEMS, Quetta)、伊斯兰堡COMSATS大学(CUI)、伊斯兰堡国际伊斯兰大学(IUI)、白沙瓦大学(Peshawar University)、胡兹达尔工程技术大学(UET, Khuzdar)和本努科技大学(UST, Bannu)等。
Researchers from Pakistani co-construction universities and research institutes with doctoral degrees or the title of Associate Professor/Researcher and above. Pakistani co-construction universities includes: the National University of Science and Technology (NUST), University of Engineering and Technology, Peshawar (UET Peshawar), University of Engineering and Technology, Lahore (UET Lahore), NED University of Engineering and Technology, Karachi (NED UET Karachi), Balochistan University of Information Technology Engineering Management and Science, Quetta (BUITEMS Quetta), COMSATS University, Islamabad (CUI), International Islamic University, Islamabad (IIUI), University of Peshawar, University of Engineering and Technology, Khuzdar (UET Khuzdar), and University of Science and Technology, Bannu (UST Bannu), among others.

3.经费拨付/ Fund appropriation
巴方项目负责人在指南任务完成50%或全部完成，且巴基斯坦工程应用合同签署完成或国际标准或英文版巴基斯坦标准立项后，可申请访问中方并要求拨付开放课题经费。
The Pakistani project leader can apply to visit China and request the disbursement of open project funds when the guideline tasks are 50% completed or fully completed, and the Pakistan engineering application contract is signed or the international standard or English version of the Pakistan standard is approved.
