Application Guideline for the Fifth Open Fund of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures
为全面支撑“一带一路”高质量发展，中国科学技术部统筹规划并部署建设了70余家“一带一路”联合实验室。目前，科技部主导建设的联合实验室已成为“一带一路”科技创新合作行动计划中的标志性成果和重点建设项目。其中，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室是前三批53家“一带一路”联合实验室中唯一属于土木学科的联合实验室。
To support the high-quality development of the “Belt and Road Initiative” (BRI), the Ministry of Science and Technology (MoST) of China has planned and established over 70 BRI Joint Laboratories. At present, the joint laboratories deployed by MoST, China have become landmark and key construction projects of the Belt and Road Science, Technology and Innovation Cooperation Action Plan. Among them, the China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures (The Joint Lab) is the only civil engineering discipline laboratory among the first three batches of 53 BRI Joint Laboratories.
为进一步深化中巴两国在联合研究、人才培养、学术交流等领域的合作，推动国际标准联合编制、新技术在重大工程中的创新应用，并加强区域防灾减灾协作，中国-巴基斯坦重大基础设施智慧防灾“一带一路”联合实验室特面向巴基斯坦高校设立5项开放基金。每项基金资助额度约4万元人民币，研究周期为三年。费用发放形式：开放基金项目负责人须申请前往中方访问一次，联合实验室将资助往返经济舱费用及补助费用约3到3.5万人民币。
To further promote joint research, talent development, and academic exchanges between China and Pakistan, as well as to advance the joint development of international standards and the application of new technologies in major engineering projects, the Joint Lab now establish five open research funds for Pakistani universities/institutions. Each fund will provide around 40,000 RMB with a three-year research cycle. Fund appropriation: the principal investigator of the open fund project must apply for a visit to China, and the Joint Lab will cover the economy class round-trip airflight and grant subsidies of about 30000 RMB to 35000 RMB.
为充分发挥联合实验室的科研平台作用，促进中巴科研合作与学术交流，实验室秉持“开放、公平、竞争、合作”的原则设立基金项目。本期开放基金专项面向巴基斯坦高校，重点支持其在结构抗震减震、结构健康监测、结构防灾增强、洪涝灾害防治、大数据处理等领域的基础与应用研究，并鼓励开展国际标准编制及防灾减灾新技术在当地重大工程中的实践应用。
To fully leverage the role of the Joint Lab as a scientific research platform and enhance cooperation and academic exchanges between China and Pakistan, the Joint Lab operates on the principles of "openness, fairness, competition, and collaboration" in establishing its fund projects. This round of open funds is specifically targeted at Pakistani universities, with a focus on supporting fundamental and applied research in areas such as structural seismic mitigation, structural health monitoring, disaster prevention enhancement, flood control, and big data processing. This initiative also encourages Pakistani universities/institutions to engage in international standard development and the application of new technologies in local major engineering projects.
本期开放基金申请分为三种形式：
There are three forms of open fund application:
1）课题研究（资助3.5万）。考核时需发表2篇SCI收录期刊论文，所发论文作者列表必须包含中方东南大学一带一路联合实验室核心成员，作者附属单位必须包含东中方南大学一带一路联合实验室。
1) Subject research (35000 RMB). During the assessment, 2 SCI database indexed journal paper should be published, and 1 research report on relevant topics should be provided. Authors list of the published papers must include the core members of the Joint Lab in Southeast University, China, and the affiliation universities of authors must include the Joint Lab of Southeast University, China.
2）国际标准编制（资助4万）。考核时需完成国际标准或英文稿巴基斯坦标准送审稿1项。国际标准或英文稿巴基斯坦标准送审稿主编人员必须包含中方东南大学一带一路联合实验室核心成员，主编单位必须包含中方东南大学一带一路联合实验室。
2) Preparation of international standards (40000 RMB). During the assessment, 1 International standard or English version Pakistani standard for review should be completed. The principal drafting authors list of the international standards or the English version Pakistani standard for review must include the core members of the Joint Lab of Southeast University, China, and the principal drafting organizations of the International standards or the English version Pakistani standards for review must include the Joint Lab of Southeast University, China.
3）重大工程应用（资助4万）。考核时需完成联合实验室智慧防灾减灾新技术在巴基斯坦或一带一路国家重大工程建设中的应用1项。具体要求可进一步咨询东南大学徐业守副教授或白沙瓦工程技术大学Khan Shahzada教授。
3) Major engineering applications (40000 RMB). During the assessment, it is required to complete 1 application of new intelligent disaster prevention and mitigation technology from the joint lab China in the construction of major projects in Pakistan or the “Belt and Road” countries. For specific requirements, please further consult Assoc. Prof. Xu Yeshou of Southeast University or Prof. Khan Shahzada of University of Engineering and Technology, Peshawar.

联合实验室巴基斯坦成员高校和科研院所具有博士学位或副高级以上技术职称科研人员。巴方成员高校具体包括：巴基斯坦国立科技大学(NUST)、白沙瓦工程技术大学(UET, Peshawar)、拉合尔工程技术大学(UET, Lahore)、卡拉奇NED工程技术大学(NEDUET, Karachi)、基达俾路支信息技术、工程与管理科学大学(BUITEMS, Quetta)、伊斯兰堡COMSATS大学(CUI)、伊斯兰堡国际伊斯兰大学(IUI)、白沙瓦大学(Peshawar University)、胡兹达尔工程技术大学(UET, Khuzdar)和本努科技大学(UST, Bannu)等。申请细节可进一步询问巴方各实验室子中心负责人。
Researchers from Pakistani co-construction universities and research institutes with doctoral degrees or the title of Associate Professor/Researcher and above. Pakistani co-construction universities includes: the National University of Science and Technology (NUST), University of Engineering and Technology, Peshawar (UET Peshawar), University of Engineering and Technology, Lahore (UET Lahore), NED University of Engineering and Technology, Karachi (NED UET Karachi), Balochistan University of Information Technology Engineering Management and Science, Quetta (BUITEMS Quetta), COMSATS University, Islamabad (CUI), International Islamic University, Islamabad (IIUI), University of Peshawar, University of Engineering and Technology, Khuzdar (UET Khuzdar), and University of Science and Technology, Bannu (UST Bannu), among others. Relevant details can be inquired by asking the “Director”of each Joint Lab Sub Center.

3. 论文标注/ Author affiliations requirement
利用本实验室开放课题基金撰写的对外发表论文应以实验室巴基斯坦分中心为第一单位，且应第一标注“本文受到国家重点研发计划项目(2022YFE0210500)及科技部中国-巴基斯坦重大基础设施智慧防灾一带一路联合实验室开放课题资助”（中文）或“This work is supported by National Program on Key R&D Project of China (2022YFE0210500) and Open Research Project of China-Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures”（英文）。考核时发表2篇《Journal of Dynamic Disasters》期刊论文等效1篇SCI论文，投该期刊时不要求以实验室子中心为第一单位，《Journal of Dynamic Disasters》期刊介绍见附件2。
The Joint Lab-Sub Centers, Pakistan should be the first affiliation for the published papers supported by the open fund of the Joint Lab, and it should be written as "This work is supported by the National Program on Key R&D Project of China (2022YFE0210500) and Open Research Project of China Pakistan Belt and Road Joint Laboratory on Smart Disaster Prevention of Major Infrastructures". During the assessment, publishing 2 papers in Journal of Dynamic Disasters is equivalent to the required achievements in contract. When submitting to Journal of Dynamic Disasters, it is not required to list the Joint Lab-Sub Centers, Pakistan as the first affiliation. Please refer to Attachment 2 for the introduction of Journal of Dynamic Disasters.
4. 经费拨付/ Fund appropriation
巴方项目负责人在首篇论文获得录用、国际标准或英文版巴基斯坦标准立项及重大工程应用合同签署完成后，可申请访问中方并要求拨付开放课题经费。
Once the first paper is accepted, the international standard or the English version of the Pakistani standard initiation is approved by government, and the contract for the technology application in major engineering projects is signed, Pakistani principal investigator can apply to visit China and request the allocation of open research funding.
